Needed criminal Ron Whitlock drives a rebel group of hired fighters on a mission of retribution. Persuaded that the public authority is neutralizing them, the cruel gathering mercilessly holds onto an energy plant and keeps everybody inside locked down. With a close by town near the precarious edge of gigantic flooding and obliteration, it ultimately depends on a resigned Armed force officer to save great many blameless lives before it's past the point of no return.
